Introduction
This procurement will be managed by Supporting Health Initiatives (SHI), a Division of Wits Health Consortium Pty Ltd (WHC) for and on behalf of the Gates Foundation. This is a donor funded procurement managed by SHI under its own procurement procedures and not under the Kenya State Procurement System. SHI’s role is limited to procurement and grant stewardship while the beneficiary for this work is Kenya PPB. WHC is a wholly owned company of the University of the Witwatersrand, Johannesburg, established to serve as a legal entity through which the University, and primarily the Faculty of Health Sciences, can conduct contract or sponsored research, entrepreneurial and philanthropic funded activities, and services (including clinical services). WHC has been structured on a divisional basis with entities operating as divisions; the primary role of WHC is to provide a Shared Service Centre for the governance, legal framework, human resources, financial/grant management for the entities. SHI has developed a strong track record of delivering on assignments in Africa. SHI’s operations and business teams have demonstrated capacity to quickly align with partners, distribute funds, and oversee implementation. SHI has been intimately involved in the successful backlog clearance of National Regulatory Authorities as well as the provision of support to achieve WHO ML3.
