Guidelines for Donation of Health Products and Technologies
The Donation Guideline for applicants, established by the Pharmacy and Poisons Board (PPB), provides a structured framework for receiving, evaluating, and approving donations of Health Products and Technologies. Recognizing the importance of donated Health Products and Technologies in supporting public health initiatives, especially in resource-limited settings, the PPB aims to ensure that all donations meet the necessary safety, quality, and efficacy standards.
Globally, the practice of donating Health Products and Technologies plays a critical role in improving access to essential medicines and Technologies in supporting healthcare systems during emergencies or routine operations. However, the donation of substandard or inappropriate products can burden healthcare systems, introduce safety risks, and lead to inefficiencies. To mitigate these challenges, the World Health Organization (WHO) and other health organizations advocate for strict guidelines to govern donations, ensuring they are beneficial, ethical, and aligned with recipient needs.
This Donation Guideline aligns with the WHO’s Guidelines for Drug Donations and emphasizes the following key principles:
Quality Assurance: All donated products must meet national and international quality standards to protect patient safety.
Relevance and Suitability: Donations should meet the specific needs of the population and be aligned with the national essential medicines list.
Transparent Process: The guideline outlines a transparent, efficient process for submission, review, and approval of donations, promoting equity and accountability.

Expedited customs clearance is required for all donated medicines. Customs and PPB officials managing medicine donations have the responsibility to facilitate entry of approved donations. The criteria for acceptance of donations is as advised by this guideline.
