Guidelines for Management of Narcotics, Psychotropics and Precursor Chemical Substances

These guidelines provide a comprehensive framework for the regulation, control, and management of Narcotics, Psychotropic Substances, and Precursor Chemicals (NPPs) in Kenya.

They are designed to:

• Prevent diversion into illicit use
• Ensure availability for medical and scientific purposes
• Strengthen compliance with national and international drug control frameworks

Legal & Regulatory Basis

The guidelines are issued under the mandate of the Pharmacy and Poisons Board (PPB) pursuant to:

• The Pharmacy and Poisons Act (Cap 244)
• International Drug Control Conventions (1961, 1971, 1988)

PPB serves as the National Competent Authority responsible for regulating licit use of NPPs in Kenya.
